Statement on the cause of Tatmadaw transport plane Y-8 F 200 W crash depending on FDR and CVR data


Third party investigation team seen collecting data from FDR and CVR.

A Tatmadaw transport plane (Y-8 F 200 W Flight No.5820),while flying on route from Myeik to Yangon on 7 June, disappeared from the radar at a site 43 miles from the southwest of Dawei at 1.35 pm and went missing. Beginning from 2 pm, airplanes from the Tatmadaw (Air) and vessels from the Tatmadaw (Navy), ground troops, local fishing trawlers and local people continuously conducted search and relief operations and the tail of the crashed plane body carrying FDR-Flight Data Recorder and CVR=Cockpit Voice Recorder called black box was discovered on 15 June. It was salvaged at 3.30 pm on 18 June and efforts for finding the reason for the plane crash continued.

The Original Equipment Manufacturer (OEM) of the FDR and CVR is China. The Commander-in-Chief of Defence Services ordered to form a third party for investigation so that there could be no doubt and instigation by other organizations between the manufacturer and the user.

Deputy Director U Aung Maw of Myanmar Accident Investigation Bureau-MAIB made contacts with Australian Transportation Safety Bureau (ATSB), Australia, Komite National Kedeiamatam Transportasi (KNKT), Indonesia and Transport Safety Investigation Bureau (TSIB), Singapore.

Then, MAIB-Myanmar proposed (ATSB), Australia, to act as third party on 21 June. (ATSB), Australia again replied that contact should be made with Directorate of Defence Aviation and Air Force Safety (DDAAFS), which is a military organization, as the crashed plane was owned by the Tatmadaw.

So the contact was made with that organization. In seeking facts and data from the FDR and CVR, an investigation team was formed with a group comprising experts including Brig-Gen Htin Lin and Lt-Col Zaw Lin Aung from the Tatmadaw (Air), Deputy Director U Aung Maw of MAIB and investigators from DDAAFS-Australia Maj. David Andrew Wade and Mr. David Hilton. The investigation team and a delegation of China National Aero-Technology Import & Export Corporation (CATIC) met in Yangon on 30 June.

The combined investigation team went to Xian, China, on 5 July. The downloading of facts and data from the FDR and CVR was completed on 6 July. The data were changed into a readable format to be used on a computer.

The data were handed over from Aviation Industry Corporation of China (AVIC) Qianshan Avionis Co Ltd. on July 7. Moreover, a record was made by repeatedly listening to what the crew members talked to each other. Then, detailed reviews were made including a preliminary review from 8 July to 14 July.

According to the records of flight data recorders (FDR), no parts of the aircraft were malfunctioning till 1:32:08 local standard time. According to the records of FDR and Cockpit Voice Recorder (CVR), the wind speed had gradually increased from nine nautical miles (16.7 kilometers) per hour to 44 nautical miles (81.5 kilometers) per hour along the route from Myeik Airport to Yangon Airport.

According to the records, the pilots attempted to operate pilot system on both wings of the plane to penetrate the cloud mass. From the local standard time of 1:30:18 to 1:31:22, there was an alarm of icing condition in the engine. From the local standard time of 1:31:50 to 1:32:10, the wind speed of the crosswind directly blowing from 90 degree toward the left side of the plane was from nine nautical miles (16.7 kilometers) per hour to 48 nautical miles (88.9 kilometers) per hour, and so the direction of the plane deviated because of the crosswind and the drift degree had increased from 3 degree to 15.8 degree. The plane had to fly under changing weather conditions and the crosswind was also strong.

This had caused an increase in stall speed, and pilots were not able to control the plane, it was found as the major reason of crash. According to data of FDR and CVR and weather reports, the plane spinned as pilots were not able to control it after it lost stall as a result of adverse weather conditions. The wind pressures from above and below, icing plus unpredictable weather conditions were the major contributors of the plane crash, it was found.

The joint investigation team, in its meeting minutes, stressed the need to take the likelihoods of vertical wind, downburst and icing conditions regarding adverse weather conditions. CATIC, suggested that according to China National Meterologic Centre the plane, as it got into Three Strong Cumulonimbus, might run into strong whirlwinds which caused heavy pressures on the plane, heavy frost might have fallen on the plane body, and might have experienced thunderstorm, gale, heavy thundersnow, and heavy rains and downburst. And CNN also announced downburst was likely.

The third party comprising Australian experts examined FDR and CVR in line with International Civil Aviation Organization (ICAO) Annex 13. So, it is hereby announced that the crash of Tatmadaw transportation place Y-8 F 200 W was not because of a deliberate act, or explosive devices, or malfunction of the engine, but because of the loss of control after the plane run into adverse weather.
