MNDAA insurgents launch harassing attacks on Laukkai with artillery firing

Myanmar Nationalities Democratic Alliance Army (MNDAA) troops conducted a harassing attack on Laukkai, firing 10 shells of supposedly 107mm rockets between 7.50 pm and around 10 pm from the point between BP- 126 and BP-127 on the border on 17 March. Before this, MNDAA had suffered serious casualties and heavy loss of weapons after Tatmadaw troops’ attacks and re-control of Point-1176 Hill on 8 March, Point-1269 Hill on 15 March, Point-1052 Hill on 16 March and Point-1088 Hill on 17 March, which were taken control by MNDAA since 6 March, 2017. So, they made the harassing attack with the intention of holding back the major offensives by Tatmadaw troops and destroying the life and property of innocent civilians in and around Laukkai.

Of 10 shells, one shell fell near Nali Village, four near Htin Pa Kyaing Village, two near the forest at the foot of Maha Myat Muni Pagoda Hill in Laukkai, and three near the housing for warveterans. An uninhi-bited house in the war-veteran housing was hit and damaged by shelling, but no other places were damaged.

Tatmadaw columns returned artillery fire to MNDAA troops with restrictions and accuracy to ensure those shells do not fell beyond the border.

42 weapons still lost in Maungtaw following 9 October attack

There are still 42 lost weapons in the hands of the violent armed men who attacked the border outposts in Maungtaw on 9 October and killed several policemen.

Since the 9 October attacks, regional instability occurred up to 14th March at the cost of 17 policemen and civilians who were killed and and 15 who were injured. Two weapons from the Tatmadaw were lost and out of 68 arms lost from the police, 28 have been recovered and 40 are still missing.

Security forces seized two home-made short guns and two long guns, one home-made gun, one revolver, one pistol, one M-22 gun totally eight arms and 15 bullets, 70 machetes and one harpoon from the violent attackers. 

Moreover, 38 local people had been attacked and some were killed by the violent attackers from 5 October 2016 until 14 March 2017.

Information on violent attacks of MNDAA insurgents at Laukkai released

Insurgents of Myanmar Nationalities Democratic Alliance Army- MNDAA led by Pheung Kya-shin and Pheung Tar-shwin after making reinforcements with the cash they received from illegal businesses and drug trafficking in northeast Shan State attacked Laukkai in 2009 and from 9 February to 18 April in 2015, Mongkoe region from 20 November to 5 December 2016, Point 2145 in early January 2017, and Laukkai Town on 6 March 2017. And with the intention of harming and infl icting losses on the self-administered zone government, the MNDAA was launching heavy weapon and small arm attacks against Tatmadaw outposts, police outposts and public buildings in Laukkai and arson attacks and committing robberies, kidnappings and forced recruitments in the early morning on 6 March 2017. Hence, the Tatmadaw columns hit them back for area clearance.

About 300 MNDAA insurgents during the time from 1.45 am to about 3 am on 6 March spread out and launched synchronized attacks against Tatmadaw and police outposts in Yanlonkyaing, Kokang Traffice Police Office in Laukkai, house of U Wai Hsan, member of the Kokang Self-Administered Zone leading body, and Tatmadaw outposts serving security duties near border posts. About 50 insurgents divided themselves into three- or four-member groups entered Laukkai and committed violent attacks including the torching of Fulilike Hotel, Kyinphu Hotel and Kyinkyan Hotel, the kidnapping and robbing of innocent people and the torching of about 20 public-owned cars in front of Paisein Hotel.

With regard to the incident of violent attack at Fulilike Hotel, about 45 members of MNDAA insurgents arrived at the hotel at about 3 am and seized keys of vehicles being hung at the security room at the entrance of the hotel compound. The insurgents robbed about 300 million yuans from the hotel and took 120 male staff and 200 female staff, totaling 320 as hostages with the use of vehicles which were stationary in front of the hotel. In taking hostages, a staff (under scrutiny for name) who refused to go along with MNDAA insurgents was shot dead and a female staff (under scrutiny for name) was raped by MNDAA insurgents. Then, they were taken along the jungle lane. On arrival at a hill where they took a break, as MNDAA insurgents asked whether the arrested women wish to join them or not, four of arrestees agreed it. However, the insurgents selected 50 women to discharge duties at their troops except those women from other country. A total of 10 staff members from other country out of 120 arrestee male staff were released, and 110 remaining male staff and about 150 women were taken to Namsang by cars. According to the more related information, those arrestees will be ordered to attend the insurgent courses by sending them from Namsang to Hon-aing region estimated map reference (MG-864630) in Kongyan Township where MNDAA insurgents activate their movements. 

The terrorist acts of MNDAA insurgents in Laukkai region caused damage and loss at many public buildings and left many innocent civilian ethnic people injured. A total of 320 innocent civilian ethnic people were held hostages as recruitment for them. Five innocent civilian ethnic people and five Kokang traffic police died, and four members of Kokang traffic police were taken hostages.

From March 6 to 12, the Tatmadaw columns conducted continued clearance operations in order to prevent renewed insurgents attacks and restore peace and stability to the region. There were 48 small and big clashes between the Tatmadaw and the MNDAA insurgents. Some officers and other ranks of the Tatmadaw had to sacrifice their lives and were injured for the country. Until now, the MNDAA is carrying  out defensive attacks at Point-1088, Point-1269, BP-126 and BP-127 near the border line by taking advantage of the hills and ground conditions. Since then, the Tatmadaw columns have been conducting the clearance operations there to restore peace to the region as quickly as possible.

The MNDAA has intentionally committed the destructive acts such as attacks on military camps and civilian targets, ambush and setting fire to the public buildings far and wide in Laukkai at a time when the entire people are longing for internal peace. The region sees renewed bouts of fighting, resulting in a halt to the regular operation of businesses and damaging to the people’s property and interest. Locals are worried about the stability of border region and do not want the situation that may lead to the deterioration of relations between the two countries caused by the unstable conditions. In addition, they want the soonest restoration of stability to the region and the control of illegal administrative routes of the insurgents through cooperation between the two countries.

Tatmadaw columns retrieve MNDAA-seized Point 2145, MNDAA insurgents attack Laukkai

Insurgents of Myanmar Nationalities Democratic Alliance Army- MNDAA led by Pheung Kya-shin and Pheung Tar-shwin launched a surprise raid against the selfadministered zone government in Laukkai, local people, and Tatmadaw battalions and units during the period from 9 February to 18 April 2015 with the intention of setting up a liberated area. However, thanks to the collective efforts of Tatmadaw columns, the government and local people, they fl ed to border areas, and since then Laukkai has been under control to restore peace and stability.

MNDAA insurgents were still plotting to make Laukkai region their liberated area. So they formed the Northern Alliance to seize Mongkoe region, and if they got Mongkoe region their plot was to use it as the base in entering Laukkai region. However, because of relentless gallantry of hard-trained and seasoned Tatmadaw members who bravely charged against and struck and crushed the enemy and they fl ed and hid in the areas at the border.

Due to every failed attempt, MNDAA had tried again to create a strong base surrounded by concrete and wood bunkers and communication channels at Point-2145 estimated map reference (MG-717557) since early January 2017 by taking advantage of ground areas and closeness to the border between the two countries, according to ground/ air intelligence reports.

Tatmadaw columns started a step-by-step approach to attack the MNDAA insurgent groups taking stronghold the valley of Point-2145 on 19 January 2017. Up to 11 February, 56 waves of small and large clashes occurred, and reinforcement and administrative measures had to be taken to confront and control the enemy around estimated map reference (MG-717562).

The MNDAA insurgents simultaneously attacked a total of seven places—Yanlonkyaing police station estimated map reference (MG-813266), Yanlonkyaing army camp estimated map reference (MG-808268), Border Post BP (125) Junction estimated map reference (MG-815221), BP (127) Junction estimated map reference (MG- 799192), Shwehsin Roundabout estimated map reference (MG- 784214), Kokang Self-Administered Zone leading body member U Wai Hsan’s house estimated map reference (MG-778208) and estimated map reference (MG- 813197) near BP (127)—at about 2 am on 6 March 2017 with intent to attack Laukkai region again and to divert the attention of Tatmadaw columns at Point-2145. Due to the unexpected counter attacks by the Tatmadaw military columns and members of the border guard force, the exchange of fi re continues at five places including Yanlonkyaing estimated map reference (MG- 813266). Their attempt to capture Laukkai has failed. 

At the same time, the Tatmadaw military columns near Point-2145 attacked insurgents in close range with cannons, armoured vehicles and heavy weapons by infantry unit. The Tatmadaw could capture Point-2145 at around 12.10 pm, estimated map reference (MG- 717555) at around 2.30 pm and estimated map reference MG-717553 at around 4 pm. The Tatmadaw is carrying out clearance operations there.

In the Laukkai attack, the Tatmadaw could seize 20 burnt bodies of the insurgent group, 13 kinds of weapons including two RPGs and related ammunition. In the Point-2145 fighting, the Tatmadaw could seize six remains of the MNDAA insurgent group and six small and big weapons. There were reported deaths and injuries of some officers and other ranks of the Tatmadaw. Due to the attacks by the MNDAA insurgent group, many innocent civilian people including primary teacher Daw Pyar Hmi from Basic Education Primary School (Laungaechi), were reportedly dead and injured. According to the initial investigation, the attacks may include other combined forces together with the MNDAA insurgent group. Five members of Kokang traffic police and five people died and four members of Kokang traffic police were taken away as hostages.

With regard to the incidents, the government and the Tatmadaw offered MNDAA, TNLA and AA insurgents will be allowed to directly participate in political dialogues by attending the Union Peace Conference without necessary to sign the NCA if they release the announcement to abandon the armed struggle line. However, attempts of those groups appear to undermine sovereignty of the State and cause panic of the people and stability through various ways and means. It is found that restoring of peace through peace and stability for ensuring eternal peace will be far from the goal.

However, the government and the Tatmadaw in a patient manner will continue necessary arrangements for armed ethnic groups which are non-signatories to the NCA and insurgent groups by upholding the Six Peace Principles of the Tatmadaw until eternal peace can be achieved through the Nationwide Ceasefire Agreement- NCA, according to a press release issued by the Office of the Commander-in-Chief of Defence Services.

Tatmadaw holds press conference at Bayintnaung Villa in Nay Pyi Taw

The Tatmadaw held a press conference on the terrorist attacks against outposts of Myanmar Police Force-MPF in Maungtaw region, Rakhine State, in October 2016 and insurgent attacks in Mongkoe region in northeast Shan State in November the same year at Bayintnaung Villa here at 2 pm yesterday.

Present on the occasion were Chief of the General Staff (Army, Navy and Air) General Mya Tun Oo, senior military officers of the Office of the Commander-in-Chief (Army), Deputy Minister for Defence Maj-Gen Myint Nwe, MPF officials, members of Myanmar Media Council, Myanmar Journalist Association, Foreign Correspondents Club and Myanmar Journalist Network, and reporters of local news agencies and locally-based foreign news agencies.

As regards the Mongkoe incident occurred in November 2016, General Mya Tun Oo recounted the historical background of the region explaining the use of the region as its northeast military region by Burma Communist Party-BCP which was active there since 1967, the defeat of BCP at the Battle of CiciwanTarpan in 1986 of Laukkai clashes in 2009, the Tatmadaw’s counterattacks to crush the combined attack of KIA/ MNDAA/TNLA/AA/SSA (Wanhai) at Laukkai region in 2015.

The general explained the attempts of about 1,000 KIA/MNDAA/ TNLA members as a united front to resettle in Kokang area and to set up a base area in Mongkoe and Phaungsai region in October 2016, synchronised forceful surprise attacks against Tatmadaw outposts at Mongkoe, Phaungsai, Mankan and Kyugok (Pansang) and Muse military and police outposts and 105-mile trade zone on 20 November 2016, the blockage of Lashio-Muse Road, the blowing up of roads and bridges, deaths and injuries of innocent people due to heavy weapon attacks, random light weapon attacks and mine attacks, and the losses faced by the State and the people resulting from the temporary halt in border trade due to armed attacks against the 105-mile trade zone and disturbances  and blockages made on the Lashio-Muse Union Highway through multiple means.

He went on to explain the Tatmadaw’s shouldering of military and security duties in a balanced way to safeguard sovereignty and territory of the State, restore regional peace and stability, ensure secure life for local people, and protect the State administrative machinery, efforts to restore border trade after re-controlling Lashio-Muse Union Highway on November 26, the crushing of the much superior encompassing insurgent forces at at the hands of the Tatmadaw’s counterattack, the seizure of the region by Kokang group in 1989, the problem between Pheung group and Yang group at Mongkoe in 1992, armed power struggles within the Mongkoe defence troops at Special Region 1 in 2000, the occurrence Mongkoe with full gallantry, the services of Tatmadaw to help local people and restore Mongkoe during and after the battle, and the current peaceful situation of Mongkoe. He then assured the Tatmadaw’s participation to ensure a straight march on the path to multi-party democracy and continued efforts to restore peace with cent per cent enthusiasm, adding, democracy practice does not accept armed conflicts or armed aggression, Nationwide Ceasefi re Agreement-NCA should be signed to totally stop all armed clashes and restore eternal peace, peace door is opened for the participation of all stakeholders in the peace process, and invitations are extended to take part in the process on equal terms.

The general explained Tatmadaw’s strenuous efforts to prevent smuggling of the country’s resources and its actions against drug production and dealings. He said that Tatmadaw and concerned authorities seized jade (estimated over 21 tons) hided in radiators and in chassis of the trucks smuggling jade from Kachin State’s Hpakant on February 9, 2017. On January 13, and 18, surveillance aircrafts spotted log heaps and trucks at the border of Kachin State and northern Shan State, and Tatmadaw columns conducted clearance operations and seized 427 tons of various kinds of logs, 75 trucks, eight saw mills, and four powered schooners. In 2016, Tatmadaw seized opium, heroine, marijuana and stimulant tablets worth over Ks-163.63 billion in 2016. Likewise in January, 2017, Tatamadaw seized 5.39 kilograms of heroin, 1.9 kilograms of raw opium, 0.03 kilograms of opium oil, and 130,000 Yaba pills, worth Ks-1.22 billion. On February 26, 2017, it also seized 6,500,000 Yaba pills worth around Ks-6.05 billion were seized near Bawa Thanthayar Bridge in Heho Township.

With regard to Maungtaw terrorist attack in Rakhine State, he explained illegal migration of Bengalis from Bangladesh and Chittagong into Rakhine State since British colonial period; the mass exodus of Bengalis again from Bangladesh to expand farming in 1869; and bringing of Bengalis from Chittagong in 1861 to build Buthidaung-Maungtaw railroad and their consequent unlawful settlement in the area after completion of the railroad; British’s provision of weapons to Bengalis in Rakhine State on the pretext of self-defense while they were leaving for Bangladesh through Rakhine State toward the end of Second World War; and Bengalis’ assaults, arson attacks, and killings of Rakhine ethnic village with those weapons, the outbreak of Alel Than Kyaw incident in 1942 in which over 20,000 Rakhine ethnic people were killed and other ethnicities were forced to flee from Buthidaung and Maungtaw to towns like Sittwe; Bengali politicians’ failed attempt to include India’s Assam State and Myanmar’s Buthidaung-Maungtaw (May Yu region) in East Pakistan [present day Bangladesh] during the years before official establishment of India and Pakistan.

With regard to increased Bengali population in Rakhine State, the general said that according to population census under the British colonial rule, the population was 58,225 in 1872, 193,884 in 1901, and 217,800 in 1931. And the population of Rakhine State according to 2014 population census is 3,188,807, of which Bengalis are 1, 090,000 or 34 percent of the population. Bengalis make up 90 percent of the population in Buthidaung and 97 percent of population in Maungtaw.

Bengalis in Rakhine State initiated Mujahid movement since 1947, said the general. They held Muslim Conference in the village of Alel Than Kyaw in Maungtaw Township in 1951 and sent an open letter to the government, asking it to establish the northern Rakhine State as Independent Muslim State as soon as possible. Bengalis resumed Mujahid movement in 1966, with the intention of establishing the entire western areas of Maungtaw, Buthidaung, and Yathedaung townships as a country with the name of Arkistan. However, because of offensives by the Tatmadaw, their movement collapsed in 1974 and they fled to the neighboring country, he explained.

He also explained violence and conflicts between Rakhine and Bengali communities in such townships as Sittwe, Maungtaw, Buthidaung, Mrauk-U, Pauktaw, Minbya due to raping and killing of Rakhine Buddhist woman Ma Thida Htwe living in Thabyaychaung Village, Yanbye Township of Rakhine State by three Bengalis on May 28, 2012. He also explained terrorist attacks in Maungtaw, saying that around 180 Bengali terrorists attacked Kyikanpyin border guard police headquarters at 1.30 am, Koetankauk police outpost in Yathedaung Township at 3.30 am, and Ngakhuya police outpost at 4.30 am on October 9, 2016 with guns, swords, spears and arrow-shooting slingshots (jingali). In the attacks, 9 police were killed, six police and a police’s wife, and a civilian were injured and 67 units of assorted arms and ammunitions were lost, he said. He also explained joint area clearance operations by the army and police to arrest attackers and recover looted arms and ammunitions, massive counterattacks by Bengali terrorists as well their arson attacks and accusing of innocent civilians as government informant and killing them. As a result, 963 buildings were reduced to ashes, 18 innocent civilians were killed and injured in 17 villages, he said.

These terrorist attacks were planned by the AqaMul Mujahidin group operating in Maungtaw by having links with RSO. The group leader is Hamid Kuhar, 45, from Kyaukpyinseik Village, Maungtaw Township, who completed a sixmonth training along with Taliban in Pakistan. He spread propaganda with video files via social media to continue terrorist acts in the region. A total of 744 Bengalis involved in the attacks were arrested but 68 released later as they did not get involved. Among the arrestees, 127 received punishment, 541 are being detained for questioning and eight died of their diseases.

Plans were made to round up and send 386 service personnel, education staff and their families in Buthidaung and Maungtaw who had difficulty with returning home due to the Bengali attacks by Tatmadaw helicopter to downtown Buthidaung for further arrangements for returning home. The Commander-in-Chief of Defence Services himself visited the villages of Maungtaw Township. He encouraged the Tatmadawmen, border guard police force members and their families and people’s militiamen and provided them with foodstuffs and consumer goods.

Some foreign media and organizations are making lop-sided reports about the Maungtaw incident. They accuse security troops of violating human rights on the Bengalis, the Myanmar government of repeatedly failing to grant free visits to the suffering Bengalis and investigations. Moreover, protests are being staged by governments of some countries, party organizations and Bengalis outside the country in front of Myanmar embassies. Then, the clarification continued on the formation of an investigation committee under the leadership of Vice President (1) by the President’s Office, an advisory commission for Rakhine State affairs with former UN Secretary General Kofi Annan, Myanmar nationals and international figures by the State Counsellor’s Office and an investigation group under the leadership of the police adjutant general by Myanmar Police Force in order to expose the truth about the issue of Rakhine State and rebut the accusations against the security forces. 

The terrorists still have the guns they made off with from the police outposts while hand-made bombs, home-made guns and other weapons are still being seized. From 2011 to 2015, Rakhine State saw 224 seizures of narcotic drugs worth Ks-11.1 billion. The year 2016 alone saw 61 seizures worth Ks-54.56 billion. So, the drug menace in the state seems tremendous. It is therefore necessary to take time to ensure community peace, tranquility and the rule of law. The Tatmadaw carried out stability operation step by step in the northern part of Rakhine State. Besides, combat and preventive measures against terrorists are being taken based on legitimacy, necessity, proportionality and use of force and firearms in line with the existing laws, the Universal Declaration of Human Rights-UDHR and International Humanitarian Law-IHL. Depending on the level of regional stability, the Tatmadaw brought down stability operation to Level-2 on January 1, 2017. Mainly, Myanmar Police Force and township/village administrative authorities have been working to effectively bring about regional stability, rule of law and regional development works as well as ensure normal functioning of administrative mechanism and public services like hospitals and schools, with the cooperation and support from the Tatmadaw. The Tatmadaw has stopped regional stability operation since February 1, 2017. Currently, the Ministry of Home Affairs is taking responsibility for security. And Tatmadaw would take harsh punitive actions in line with existing laws and military code of conduct if security personnel were found to have gone against the law including human rights violations in conducting area clearance operations.

Two acting as financial-supporter, informer, recruiter, rumour-monger for insurgents during the violent attacks in northeastern Shan State arrested

As combined bands of KIA/ MNDAA/TNLA/AA insurgents were murdering passengers, blowing up roads and bridges, and torching passenger cars and freighters for no reason and attacking Tatmadaw camps including Mongkoe camp and Muse, Kyukok (Pangsai), Namphatka and Kutkai towns while blocking roads against Tatmadaw reinforcements in northeastern Shan State from November 20 to December 6 last year, Tatmadaw columns had to launch round-theclock area clearance operations. According to hardcore and related information saying that persons who were recruiters, informers and rumour-mongers for insurgents, had re-entered Mongkoe, the Tatmadaw columns exposed and arrested two suspects – Didi Naung Latt, son of U Dawt Naw of Ward 1, Mongkoe and Langyaw Gamsai, son of Langyaw Laphon of Kaunglon village, Mongkoe, at about 6.30 pm on 24 December 2016.

The two fled to the other country for temporary stay on December 4 when Tatmadaw reinforcement columns arrived at Mongkoe and controlled it. The two were found and arrested while reentering the town together with displaced persons on 7 December. In connection with the arrests, measures had to be taken for not leaking the information due to the security of hardcore informants and for questioning the arrestees in detail in line with the rules and procedures, making investigations and approvals by taking time for finding the truth.

According to the investigation, Didi Naung Latt served as administrator of Mongkoe Township in Mongsala-led Mongkoe Defence Army (MDA), which was established in 1995 and abolished in 2000. He went to the other country in February 2016 to attend the prayer ceremony of KIA Brigade (6) and the ceremony to reshuffl e the incharge of KIA Brigade (6) which were informally held. He had close relations with Commander of KIA Brigade (6) Maran Zaw Gaung, Deputy Commander Lazaung, Communication in Charge Gun Tan, Mai Ja Yang District Administrator Lashi Sai Naw, Commanding Officer of KIA Battalion (36) Yein Bawng, religious preacher Naw Kham who served as KIA administrator of Mongkoe Township, members of KIA administrative board, leaders  of combat team and some leaders of MNDAA insurgent group. When Mongkoe clashes occurred, Didi Naung Latt, disguised as chairman of Mongkoe Baptist Christian Church, gave information about movements of Tatmadaw columns and financial support to the insurgents and spread slanderous news and propaganda by having links with outside media in order to mislead the local and international communities. Before and during the Mongkoe clashes, he made repeated contacts with KIA insurgents. According to the investigation, another one, Langyaw Gamsai gave information about the Tatmadaw to KIA insurgents, recruited new members and transported fuel for smooth transport of the insurgents during the battles.

As there was no police member  at the police station in Mongkoe Town in the aftermath of battles and policing machinery could not be operated due to situations of posthumous and missing police members during the battles, the two arrestees could not be detained under investigation by opening files of lawsuits. Moreover, it was difficult to investigate them at the local military unit because of information security and life security of hardcore informer. That is why they were placed under investigation in line with the existing laws in accordance with the Section 376 of the Constitution of the Republic of the Union of Myanmar. And, those arrestees will be handed over to the relevant police station systematically in order to take action against them under the law. The military columns continuously carry out scrutiny to expose and arrest more hardcore members of insurgents and to ensure peace and stability of the region.

Three arrested for suspected involvement in 9 October attack in Kyikanpyin

Three villagers were arrested in Maungtaw yesterday on suspicion of being involving in violent attacks on the Kyikanpyin Border Outpost on 9th October last year.

During interrogations, they confessed their involvement in the attack and current investigations into the situation of local military and police outposts. Measures are being taken by the authorities to take action against them.

Materials and acc essories used in manufacturing explosives were found under an old explosives-producing factory and its premises nearby the Myanmar- China Border.

On receipt of the news that explosives were buried in the township of Laukkai, government troops and Myanmar Police launched an area clearance operation and searched an old explosives- producing factory and 3 adjoining brick buildings about 100 meters from the China border.

In digging up the old factory and its premises, accessories were found — 1.2 inch-diameter Emulsion Explosives, 120 unharmed bags and 300 broken bags of reddish-brown explosives with 20 packs in each bag, 4 bottles each containing 500 milliliters of ethanol, one 300 milliliter container of ammonia solution, one 500 gram container of sodium chloride, one 500 gram bottle of ammonium chloride, 37 bags of 25-kilogram hydrogenated tallowamine, 0.25 tonnes of pine tar grease and 35 pieces of laboratory equipments.

In 2009, Myanmar National Democratic Alliance Army (MNDAA) armed groups built weapon factories and drug factories in LaukKai region in an attempt to launch armed terrorist attacks. Due to area clearance operations conducted for peace and stability in the area by Tatmadaw troops, they fled the area, leaving the explosives and accessories buried. The discovered explosives and accessories are to be destroyed systematically in combination with mine clearance groups. The site and nearby area is being cleared by the government troops.

Information related to armed terrorists caught in Buthidaung Township exposed

An instructor of the armed terrorism course to heighten terrorist attacks in Rakhine State and four persons who have completed the course were arrested together with arms at Maunggyitaung Village in Buthidaung Township yesterday. They are under legal detention and investigation to get more information related to terrorists.

According to their confession, a two-week armed terrorism course was conducted with the participation of about 30 Bengalis from Maunggyitaung and Dahpaingsaya villages and surrounding villages on a hill west of DahpaingsayaVillage in Buthidaung Township in July 2016. Two persons from the other country gave terrorism courses. Mawlawi Abdul Razak, whose father is still under investigation, of Paletaung Village in ChinthamaVillage-tract and two foreigners conducted gunfiring and basic martial arts (Thaing) trainings. Other similar armed terrorism courses were conducted for Bengalis—about 15 Bengalis in the field at the foot of the mountain near Gawduthara Village, Maungtaw Township and about 10 Bengalis in the valley of Maunggyitaung Village in June 2016; about 10 Bengalis in east Gawduthara Village and five Bengalis in the garden of Hsunali, son of Abuka Hsein in Dahpaingsaya Village in July; and about fi ve Bengalis in the garden of Mahmad Shah, son of Eibra Hein in Hsinohpyin Village in November.

During training, two persons from the other country and trainee Hsadat, son of Matamein from Maunggyitaung Village, were planning to make guns. The two foreigners made calculations necessary for making guns while co-trainees Hsadat, son of Matamein, and Mahmauk Rawshi, son of Mahmauk Kahsein, went to Hsanthit industry in Ward No (2) of Buthidaung Township to buy required accessories. Hsadat, Kumuru and the two foreigners assembled the locally-made guns. In June 2016, Mamauk, son of the farther under scrutiny and Zawtula Yusuf, son of the father under scrutiny, who are villagers of Maunggyitaung Village, sent about 16 locally-made guns to Mahmad Kaya, son of ArmiRauti from Maunggyitaung Village through Kyeinchaung-Guppi Hill crossing route by passing the border area (under scrutiny) from Kutupalong Refugee Camp of the other country. And, the two villagers urged him to organize youths from Maunggyitaung Village and nearby villages; about 100 terrorist insurgents from other country along with arms would arrive there around 20 January 2017; if those persons arrived there, Mahmad Kaya, Mahmad Shah and Lahlu would have to take responsibility for food, clothing and shelter for them; and all the men with arms would raid and attack military units and posts in Buthidaung. Mahmad Shah, son of Eibra Hein, in-charge of Maunggyitaung Village, is monetary supporter for the group. According to the investigations, in-charge of Maunggyitaung Village Mahmad Shah, and his father Eibra Hein son of Edu Res, were arrested as they were found to be trainees who had completed armed terrorism course. They are under investigation, and further investigation is being conducted for arresting the remaining suspects related to the case.

Upon receipt of the news at about 3 am yesterday that those who had completed an insurgent military training course were nearing the village of Maunggyitaung in Bauthidaung township carrying weapons, security forces blocked entry routes in order to intercept them.

While searching, security forces detained Mamad Karat the trainer and 3 trainees named Kumuru, De Mamud, Mardular

— 4 in all. After interrogation that resulted in confessions, security forces searched for weapons, finding 14 hand-made guns in a field of betel palms which belonged to De Mamud.

It is learnt that legal action will be taken against the arrested in accord with the law.

Tatmadaw columns seize point 768 (Lai Hpawng by KIA) and surrounding minor camps

After the Tatmadaw had seized outposts of KIA insurgents including the fortified Gidon Post in Waingmaw Township, Kachin State on 16 this month, its columns launched a trail attack on the point 768 (Lai Hpawng by KIA) which is located seven miles east of Myitkyina- Bhamo road and where 3rd battalion under 5th brigade of KIA insurgents headquartered on 21 this month.

Based on this initial attack, the Tatmadaw made necessary preparations in detail, and launched attack with the supporting aerial bombardment and infantry, artillery, tank and heavy weapon assaults in the morning. The first post was overrun at 3.30 pm today. Follow-up Tatmadaw offensive attacks led to the fall of the main enemy defence hill and six minor posts at 5.15 pm.

Yesterday’s captured Point-768 (Lai Hpawng called by KIA) post is located on the other side of Nanttaphat creek, opposite of which lies Battalion 252’s Gidon Post that KIA lost on 16 December. It is also a post built to provide security for the communication route to KIA Headquarters Liza, Lisinpote and other posts around No.6 boundary post estimated map reference (MJ- 022995) and threaten Myitkyina and Waingmaw townships. The post was also used as a communication route to Brigade 1-controlled Ingunla region.

Although KIA outposts have been occupied, information about redeployment and casualties from both sides is being collected in detail due to time limit. After that, further news will be released, according to the Office of the Commander-in- Chief.

Tatmadaw repairs church where explosion occurred due to storage of arms and ammunition by insurgents as peace and stability is prevailing in Mongkoe region

A combined group of KIA/ TNLA/MNDAA/AA insurgents carried out attacks against the Mongkoe Town and Tatmadaw post of the town for 17 days launching bayonet fighting again and again with much superior force from 20 November to 6 December to overrun the post.

As the combined insurgent group used a church near the post as their command centre and arms and ammunition depot during the siege, clandestinely stored arms and ammunition in the church in Ward 2 in Mongkoe exploded for about two hours on 3 December morning.

Thanks to the round-the-clock area clearance operations of the Tatmadaw columns, regional peace and stability has been restored and the locals who fled the war are returning to their homes. Hence, the Tatmadaw after checking the damage of buildings is carrying out rehabilitation undertakings.

Beginning 13 December, the Tatmadaw is repairing the church where the explosion occurred on 3 December. Up to this day, finishing touches of the walls have completed by 100 percent, iron roof framing has completed by100 percent, steel beams installation has completed by 100 percent, painting has completed by 30 percent, roofing has completed by10 percent totaling 50 percent of the work has finished. Soon the church will be handed over to the local ethnic peoples.

The Tatmadaw on 16 and 17 December took over Gidon post, the stronghold of KIA insurgents, nearby hills and conducted further clearance operations in the area. During the clearance operations, a military column attacked, around 1 pm on 17 December, a KIA post with about 70 insurgents located at the estimated map reference (LH- 693828) about 8,000 metres in the north of Gidon post and took control of it around 3.30 pm.

In the attack, some officers and other ranks of the Tatmadaw sacrificed their lives for the country, and the Tatmadaw seized two units of weapons including a 60 mm motor, their ammunition, and 26 assorted mines from the enemy.

It is learnt that there have been frequent clashes between Tatmadaw troops and KIA insurgents because the latter commit unlawful acts such as recruiting, extorting, and drug dealing in towns and villages which are under the administrative power of Union and state governments; as well as carry out surprise attacks on security forces in jade and gold mines and irresponsibly commit deliberate mine attacks, arson, and extortion; plus expand their territory from their headquarters and build secret outposts like Gidon in strategic places near towns and villages where they can get military advantage from the terrain. It is also learnt that the concerned military command would identify their other secret outposts and continue clearance operations for security and regional stability in the administrative area of the Union government and Kachin State government.

Villager abducted by armed group in Maungtaw

Acting on a phone tip that claimed an armed group had abducted a villager, security forces conducted an investigation Tuesday night and found out that foreman Herby Roman from Thawunchaung (North) Village in Muangtaw Township was kidnapped by a 17-member armed group.

It was later discovered that the armed group led by Mawlawi Zubaing fired shots and abducted Herby Roman at his home in Thawunchaung Ywathit Village.

Security forces found a bullet shell casing in the kitchen of the abductee and conducting area clearance operations in the eastern portion of Thawunchaung Village.

Security forces also seized two 90-foot long, 4.5-foot wide pieces of cloth commonly used to make uniforms hidden in a thatch plantation near Leikai Village in the township on Monday.

Security forces also seized two activated improvised land mines in bags along with automobile pistons used in making land mines while conducting area clearance operations in the hills near Mayintaung and Hmawtaung.

Four IEDs discovered in Maungtaw

Security forces discovered and disarmed four Improvised Explosive Devices (IEDs) and a battery in Maungtaw Township yesterday.

While conducting an area clearance operation between Mayintaung and Myawtaung, they unearthed the IEDs made of car pistons and one 3K 70 AHC battery and a pack of medicine buried about 500 meters east of Mayintaung.

Govt troops discover body of MNDAA member, seizes arms in Mongko

The government troops found the body of a Myanmar National Democratic Alliance Army (MNDAA) member and 20 bullets for an M-21 weapon and one grenade near the fence of the Mongko outpost around 9:45am yesterday.

Troops also discovered an improvised explosive device at about 10:40 am planted by armed groups about 1,500 metres southwest of Kilarpa Village, Mongko, and disarmed the bomb.

Also discovered near a sugarcane plantation during an area clearance operation were two cartridges for an M-22 gun with 90 bullets, two mortar rounds, 11 detonators and one handphone.

After reinforced troops had arrived in Mongko, security forces conducted area clearance operations around Mongko in eastern Shan State. On 7th December evening, the security forces seized eight M-22s, one cartridge, six revolvers and 200 rounds of bullets and one magazine of bullets from the Mongko Police Station.

Yesterday, the security forces confiscated one 60-mm launcher, one stand, seven shells, two pistols and 37 rounds of bullets, two M-22, one carbine, one rifle, one homemade firearm, nine M-22 cartridges, 940 rounds of bullets, 13 hand grenades, 380 rounds of M-16, one sniper and one walkie-talkie wireless set.

Government troops are conducting area clearance operations around Mongko.

Security forces defused nine improvised bombs in a conduit near Nangpachi Village in Kutkai yesterday, according to the Office of the Commander-in-Chief of Defence Services.

Acting on tips, security forces demined the conduit under the union highway near Nangpachi Village and discovered 9 improvised explosive devices (IEDs).

The IEDs were made of iron containers, 6-inch in height and 4-inch in diameter and they were found together with one 14.8 volt battery, nine detonators and one circuit-board for remote control. The security force defused all IEDs.

Improvised bomb found on Shan State highway defused

Government troops found an improvised bomb on Lashio- Theinni Union Highway yesterday and were able to disable the device, according to the Office of the Commander-in-Chief of Defence Services.

The bomb was found near mile-post 196/7 at about 1:30 pm while troops were conducting area clearance operations in Sanlaung Village in Theinni Township in northern Shan State.
